The eBeliaRahmah program is a government initiative announced under the 2023 Budget by the Ministry of Finance.
The program aims to continue fostering a cashless payment culture among youths while alleviating the financial burden of youth and full-time IPT (Institut Pengajian Tinggi) students.
The program is expected to benefit approximately 2 million Malaysian youths*** through the offer of a RM200 eBeliaRahmah credit, which can be used for physical purchases through selected e-wallet service providers.
At the same time, participating e-wallet service providers will also offer additional incentives in the form of vouchers, cashback, discounts, or rewards points.
When is it started and ended?
The registration and claim period for eBeliaRahmah begins at 8am on June 26, 2023, and ends on August 22, 2023, while the eBeliaRahmah credit and benefits from the participating e-wallet service providers can be spent offline until August 31, 2023.
Who is eligible for eBeliaRahmah?
The eligibility criteria for individuals to participate in the eBeliaRahmah programme are:
- Malaysian citizens; and
- Between the age of 18 to 20 years old in 2023 (born between 2003 and 2005); OR
- Full-time active students (at least by 30 April 2023) who are enrolled in courses equivalent to diploma or SKM4 and above in an institution of higher learning (“IHL”) registered with one of the following ministries:
- Ministry of Higher Education,
- Ministry of Education,
- Ministry of Agriculture and Food Security, Ministry of Defence,
- Ministry of Rural and Regional Development,
- Ministry of Youth and Sports,
- Ministry of Human Resources,
- Department of Islamic Development Malaysia (JAKIM), and
- Ministry of Tourism, Arts and Culture,(which are collectively referred to as “Relevant Ministries”, with no age limitation)

The e-wallet service providers participating in this programme are:

When will I get the RM200 eBeliaRahmah credit?
If you meet the eligibility criteria and have been successfully verified under the eKYC process, you will receive a one-time RM200 credit that will be issued to the e-wallet of your choice within 3 days from the application date.
What can the eBeliaRahmah credit be used for?
You can use the RM200 eBeliaRahmah credit for any offline transaction at over 1.7 million retailers/businesses via your chosen e-wallet, EXCEPT FOR THE FOLLOWING:
a. peer-to-peer transfers;b. cash-outs;c. app-integrated payment of utility bills;d. app-integrated payment of Government related fees/payments;e. app-integrated payment of telco postpaid bills and prepaid service top-ups;f. app-integrated games purchases;g. app-integrated parking and/or toll fees payments;h. app-integrated investment-related activities; andi. e-commerce or online transactions.
