Budget 2027 Simplified: What's In It For You?

Budget 2027 is out, and for once the headline that matters most to ordinary Malaysians is simple: More money stays in your pocket.

Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim tabled Budget MADANI 2027 in Parliament on 9 October 2026. Income tax cuts, a RM2,000 minimum wage, more SARA cash, and stamp duty breaks for first-home buyers all made the list.


But with over 100 announcements, it's easy to get lost. So what actually changes for you, your family, and your business? We've broken it down in plain language below. 👇👇👇



1. Income Tax: Finally, Some Relief for the Middle Class

This is the big one. The individual tax relief has been raised from RM9,000 to RM12,000. It hasn't been touched since 2010, so it was long overdue.

Tax rates are also coming down for middle-income earners:

What it means for you: About 5 million taxpayers will get up to RM1,600 more in disposable income a year.

Tax reliefs are also expanding to cover:

  • Medical expenses and postnatal care
  • Care for parents and grandparents
  • Sports equipment (yes, your running shoes count)
  • Education, skills training and children's tuition
  • Lifestyle items, including AI subscriptions
  • Registered pet adoption and vaccination
  • SOCSO Lindung Kendiri contributions, plus up to RM150 extra for voluntary Lindung 24 Jam and Lindung Kendiri contributions

And if you love a duty-free holiday, the shopping limit for Langkawi and Labuan rises to RM10,000 if you stay at least 48 hours.

2. Cost of Living: More Cash Aid, Cheaper Groceries

Over RM80 billion goes to subsidies, aid and incentives in 2027. Here's what reaches households directly:

  • STR & SARA: Allocation up from RM15 billion to RM16 billion.
  • SARA for all STR recipients: Up to RM150 a month (RM1,800 a year), benefiting up to 9 million people.
  • SARA for everyone else: Up to 13 million Malaysians aged 18 and above, including the M40, get RM100 twice in 2027.
  • Fresh food: SARA can now be used to buy fresh produce at 216 FAMA markets.
  • Jualan Rahmah & Agro MADANI: Up to RM750 million, with around 35,000 sales events nationwide.
  • Electricity: Bill protection widened from 600kWh to 800kWh a month.
  • Petrol: BUDI95 quota stays at 300 litres a month; eligible diesel pickups and 4x4s get 400 litres.
  • Public transport: My50 passes continue for Prasarana users, with a new MyKomuter50 for KTM Komuter riders.
  • Energy-saving rebate: Up to RM200 back when you buy a 4- or 5-star aircond or fridge.

What it means for you: A typical B40 family on STR could receive RM1,800 a year in SARA credit alone, on top of STR cash.

3. Wages: RM2,000 Minimum Wage Is Coming

The minimum wage rises from RM1,700 to RM2,000 from June 2027. There's a catch, though: MSMEs with annual sales below RM50 million are exempt for now.

Other wage moves:

  • New RM2,500 minimum salary for semi-skilled workers and fresh graduates. It's the first step in a wider wage reform.
  • GLIC/GLC living wage goes up from RM3,100 to RM3,400, covering 230,000 workers.
  • Civil servants (Premier Grade B and below, including contract staff) get a RM1,500 special payment. Over 1 million pensioners and veterans get RM750. Both are paid in two tranches, before Aidilfitri and before the 70th Merdeka.
  • Spouses of Category I expat employment pass holders can now work in Malaysia from 1 January 2027, subject to conditions.
  • 30,000 new jobs targeted under Bakat MADANI.

For employers: Non-SMEs must pay salaries through approved banking channels to claim tax deductions. Start reviewing your payroll budget for mid-2027 now.

4. Gig Workers & Retirement: Big Wins for Riders and Drivers

If you drive for Grab or deliver food, this Budget has quite a bit for you:

  • RM160 million Government–Grab package from 2027 to lift earnings and cover insurance and vehicle maintenance. E-hailing drivers could get up to +RM227 a month, p-hailing riders up to +RM100 a month.
  • EPF matching: Up to RM600 a year (RM6,000 lifetime) when you save for retirement.
  • SOCSO matching: Government pays 35% of your contribution, rising to 50% if platforms chip in too.
  • Self-employed in 17 other sectors: Government covers 70% of SOCSO contributions for over 200,000 people.
  • RM270 million financing via BSN and Agrobank to start a business or buy your first home.

And here's one for every young Malaysian: you'll be auto-registered as an EPF member at age 18. Starting early is the single biggest boost to retirement savings, thanks to compounding.

5. Housing: Easier to Buy Your First Home

First-time buyers, this is your section.

  • Full stamp duty exemption for first homes up to RM500,000.
  • Homes priced RM500,001 – RM750,000: full exemption on the first RM500k, 50% off on the balance.
  • Valid for sale and purchase agreements signed 2027 to 2030.
  • SJKP guarantees up to RM20 billion to help 80,000 first-time buyers get a loan, especially the self-employed without a fixed payslip.
  • About RM1 billion for affordable housing under PRR and Rumah Mesra Rakyat.
  • Full stamp duty exemption for developers and buyers reviving abandoned housing projects.
  • Bandar MADANI Bukit Jalil: Phase 1 registration opens October 2026.
  • At least 2,500 Rumah MADANI units planned in Belfield, KL.

Quick example: On a RM500,000 first home, stamp duty on the property transfer is roughly RM9,000. Under Budget 2027, you pay RM0. That's money you can put towards renovation or your emergency fund.

6. Students, Healthcare & Seniors

Students & parents (Education gets the biggest slice: almost RM69 billion)

  • School aid up from RM150 to RM200 per pupil, for 5.3 million students.
  • Form Six students get a RM2,500 living allowance, a first in history.
  • PTPTN: Borrowers earning up to RM2,500 a month can defer repayment next year. Those earning RM2,500 – RM3,000 pay a minimum of just RM50 a month.
  • FLYsiswa flight subsidy raised to RM500 for 60,000 university students.
  • 100,000 more free AI subscription slots for youth.

Healthcare (RM47.7 billion for the Health Ministry)

  • MediAsas insurance launches January 2027. EPF members under 55 can pay premiums from Account Sejahtera (Akaun 2).
  • SMEs with fewer than 75 staff get a RM200 subsidy per worker for the first-year premium.
  • Private hospital bills will follow standardised charge categories to curb price distortions.
  • Over 9,000 contract doctors to get permanent posts.

Seniors & OKU

  • Senior citizen aid raised to RM1.3 billion, for nearly 200,000 recipients.
  • OKU assistance raised to RM1.5 billion; EPOKU income threshold lifted to RM2,000.
  • Service tax on elderly care cut from 8% to 6%.

Good to know: The bankruptcy threshold rises from RM100,000 to RM150,000 from 2027.

7. SMEs, Investors & the Stock Market

For SME owners

  • MSME tax rates reportedly cut to 14% on the first RM150,000 and 16% on the next RM450,000. Wait for the LHDN / MOF details before you plan around this.
  • Business financing guarantees of up to RM32 billion, with the limit per guarantee raised to RM50 million.
  • Micro-financing funds raised to RM6.6 billion.
  • An extra RM5 billion BNM facility for SMEs hit by the West Asia conflict.
  • Up to RM5,000 matching grant for your first halal certification.
  • DBKL small traders get a 50% rental discount throughout 2027.
  • An E-Commerce Bill is coming to curb unregulated foreign online sellers and protect local MSMEs.

For investors — sectors to watch 📊

  • Construction & infrastructure: E-ART in Johor Bahru, 42 new ETS and KTM train sets, RM3.3 billion for rural infrastructure, and the reinstated price adjustment clause for diesel and bitumen costs.
  • Utilities: TNB to invest RM15 billion in the national grid.
  • Telcos: RM5 billion under JENDELA to extend 4G to Orang Asli villages, roads and rail.
  • Semiconductors & tech: A RM100 million Khazanah–InvestPenang fund, plus continued focus on AI and energy transition.
  • Property: First-home stamp duty breaks support affordable-segment developers. The Johor-Singapore SEZ has already drawn RM132 billion in investments.
  • Green economy: Green tax incentives extended to 2030, with up to 100% investment tax allowance.
  • Islamic finance: Tokenised retail savings sukuk on blockchain, and a 40% tax exemption for shariah fund managers (YA2028 – 2030).

Consumer stocks may also benefit as SARA, wage hikes and tax cuts put more money in shoppers' hands.


Final Thoughts

Budget 2027 is a people-first budget. It cuts taxes for the middle class, raises wages, and spreads cash aid wider, while still trimming the deficit to 3.3%.

The real test is execution. Many measures, especially the tax changes and the RM2,000 minimum wage, need legislation and detailed guidelines first. So keep an eye on announcements from MOF, LHDN and KWSP in the coming months.
