13th Malaysia Plan (13MP): 3 Pillars with 9 Initiatives

The Prime Minister, YAB Dato’ Seri Anwar Ibrahim, today presented the 13th Malaysia Plan (13MP) for the period of 2026–2030 under the theme “Reshaping Development”, aimed at uplifting the dignity of the people.


13MP realises the aspirations of Ekonomi MADANI, to elevate the people's status and restructure the national economy, continuing the efforts introduced over the past two years by the MADANI Government.

The 13MP is mapped into 3 main pillars:
  1. Strengthening Good Governance
  2. Raising the Ceiling
  3. Raising the Floor

The Plan outlines 9 focus areas, structured according to these three MADANI Economy pillars with the goal of elevating the nation’s dignity and status by:
  • Enhancing quality of life for the people
  • Restructuring the economy
  • Increasing national competitiveness
  • Positioning Malaysia as a leading Southeast Asian economy

PILLAR: Strengthening Good Governance

Initiative 1: Ensuring Transparent, Agile, and Effective Public Service 👀
  • Enhancing efficient and effective public service delivery towards a responsive and people-oriented administrative system, thereby strengthening public trust and supporting more sustainable growth.

PILLAR: Raising the Ceiling

Initiative 2: Towards an AI-Driven Nation 🤖
  • Malaysia aims to become an inclusive and sustainable AI-based nation, acting as a regional hub for digital technology innovation and the creation of “Made by Malaysia” products and services.

Initiative 3: Driving Growth of High-Value and Strategic Industries
  • Transitioning to a value-creation-based economy by increasing economic diversity, aligned with the goal of making Malaysia a consumption powerhouse producing “Made by Malaysia” goods and services.

Initiative 4: Balancing Regional Economic Development and Enhancing Rural Development
  • Creating more balanced regional development and inclusive rural economic progress to ensure no area is left behind in national development.

Initiative 5: Strengthening Malaysia’s Role on the Global Economic Stage 🌏
  • Improving connectivity and regional economic growth to position Malaysia as a leader in the Southeast Asian economy.

PILLAR: Raising the Floor

Initiative 6: Addressing Cost of Living Pressures 💰💸
  • Improving the management of living costs via a dual approach — enhancing purchasing power by reducing spending burdens and increasing income for the people.

Initiative 7: Reengineering a Human-Centric MADANI Social System
  • Building a sovereign and dignified nation through educational reform and strengthening a MADANI social system that instils spiritual values, humanism, strong identity, and patriotism, fostering a fair, harmonious, and united society.

Initiative 8: Improving the Quality of Life
  • Empowering people to move up the social hierarchy through a whole-of-nation, inclusive, and life-cycle-based approach to achieving a dignified standard of living.

Initiative 9: Achieving Social Justice and Equal Opportunities
  • Enhancing the socioeconomic status of target groups, including Bumiputera, Orang Asli, Sabah and Sarawak Natives, Chinese, Indians, and other specially targeted communities — to ensure no one is left behind in national development.


✅ Implementation and Monitoring 😎

The implementation of all strategies and incentives under 13MP will be monitored transparently, systematically, and comprehensively to ensure the rakyat benefits from their outcomes.

The Ministry of Economy is committed to ensuring that strategies and initiatives under 13MP are implemented and monitored efficiently and effectively to support economic progress, public well-being, and improved governance.
